on revenue is disgusting. >> reporter: president obama wanted a bargain that dealt with taxes and spending cuts at the same time. >> but with this congress, that was obviously a little too much to hope for at this time. >> reporter: house speaker john boehner has not yet publicly endorsed the deal. and the house reconvenes by midday today. a vote could also come today. >> tara, a lot of republicans weren't happy with the president's speech yesterday. is there any indication that that could affect the vote in the house? >> well, president obama during that speech criticized congress for taking too long to come up with this deal. he also laid the groundwork for another problem that's coming and that's basically burrough -- upping the country's burrough limit. republicans will no doubt try to use upping that in ex-kang for spending cuts. and to which the president said, they have another thing

frank. yeah. san francisco police are starting the new year looking for two suspects in two different shootings that injured three people. now, that first shooting happened at 10:40 last night. a victim was taken to the hospital after being shot in the hand. the suspect was described as an adult male. the shooting happened near fish finish at jefferson and mason. less than an hour later a 12- year-old boy and a man were shot near pier 23. the boy was hit in the foot and the man grazed in the hip. police say both suffered nonlife-threatening injuries. so far no arrests have been made. >> it's pretty cold. >> pretty cold is good here. it was awesome. hey, if the giants got a world series fans, i'm a huge fan. >> reporter: tens of thousands rang in the new year along the embarcadero to watch the 15- minute 5,000 fireworks show. but, of course, along with the new year's celebrations were a couple of people who couldn't

keep their celebrations in check. police made 8 arrests for public intoxication and two arrested for misdemeanor. reporting live in san francisco, cate caugiran, cbs 5. gunfire hit five people in old sacramento killing two. about 40,000 people were gathered for a fireworks show when the shots rang out in front of a restaurant on second street. the sports corner cafe. police say there was a fight at the restaurant just before the shooting. >> at first when i heard the bullets, everything was flying down there and going into stores to hide and i immediately went out because i wanted to see what the action was and then i seen the officer jump off his horse. the horse kept going. the officer just did not have no fear. he just took that guy down. >> sacramento mayor kevin johnson says that there's still no indication of any outstanding suspects. police canceled that midnight fireworks show because of it. so what's open and what's

mass transit heads up no ace train service today. some ferry service also canceled because of the holiday so make sure you check the schedules before you head out. but caltrain, muni and bart are all on holiday schedules. looks like bart starts around 8:00 this morning. a big takedown on some clandestine marijuana operations. this happened in part of santa clara county. sheriff's deputies dangled on a 100-foot rope suspended from a helicopter and dropped into eight separate locations. with help from state fish & game wardens, they cleared more than 4 tons of material. that included irrigation tubing, gardening equipment and a honda muffler that may have been used on a generator. it is 5:08. the new year means fewer fire stations in contra costa county. supervisors voted unanimously last month to close the stations in in clayton, lafayette, martinez and walnut creek. the move will save up to $8 million a year for the

district. the closures did not cause any layoffs but it means longer response times in those fire districts. it's going to be a community meeting to talk about the closure of the shell avenue fire station in martinez. contra costa fire chief and members of the district board all expected to answer some questions about the closure. the meeting will be january 10 at the martinez junior high school. a vigil at noon in oakland for a man who was shot and killed while detained by bart police. family members will hold the vigil at the fruitvale bart station where oscar grant was shot four years ago today. officer johannes mehserle was later found guilty on involuntary manslaughter. he was released from prison in june of 2011 after serving his sentence. in other bay area headlines, there is a ban on wood-burning today throughout the bay area. it is illegal all day to burn wood, fire logs or pellets. this order interest air quality regulators -- from ar quality

the door we have a nice day ahead. high pressure is taking over for today a couple of passing clouds this morning and temperatures not quite as cold. still chilly. we have some 30s showing up in the valleys but high pressure building in for today and it will send most of the energy from the next systems well to the north of the bay area. we'll see passing clouds throughout the next couple of days. otherwise, we are looking dry and the temperatures will stay cool. even around the state you will see numbers only in the low to mid-50s in the central valley. 53 degrees in sacramento. 55 fresno. 30s into the high country. a ton of snow up there right now if you want to get up there, roads are clear. tonight, very cold air moving in. skies will clear out. overnight lows will be dropping down into the mid- to upper 20s in the north bay valleys. the rest of the bay area cold. these clouds will continue to move on out today. lots of sunshine in the middle of the day and the afternoon. that means a decent day although the temperatures will

blood thinners has been established. and there's a sudden surge of marriages in maryland on this new years day as same-sex couples can now legally wed in the state. city halls in baltimore and other cities were open at midnight for those who couldn't wait. maryland is the 9th u.s. state to legalize same-sex marriage. the coast guard is working this morning to kept an oil drilling rig from running aground on the alaskan coast. the coast guard provided video of rescuers pulling workers off the rig on saturday. yesterday, oil company tugboats managed to ghetto lines tied to the rig but not so easy. they got large waves, winds gusting to 60 miles per hour. >> 35-foot waves out there. that's a little scary. a number of new state laws go into effect on this new year's day. drivers in california can now text and email while driving if and only if they use a voice operated system that's hands-

free. other laws restrict banks from pursuing so-called dual track foreclosures as well as measures to assure natural gas pipeline safety. one measure on hold is on gay conversion therapy. it won't go into effect because a federal appeals court issued a stay. here in northern california, there's also a new ordinance. san francisco's minimum wage goes up to $10.55 an hour. that's the highest in the nation. and in alameda county a reusable bag rule kicks in. single use bags will be deliberated to customers. in monterey the fee for paper bags goes from 10 cents to 25 cents. cold weather is not deterring thousands from catching out overnight in pasadena to ask your a good spot to watch the rose parade. >> cold is relative for southern california. there's a lot of fans staking out front row seats on sidewalks along the 5.5-mile parade route and a lot of them

shotspotter was used for the first time this new year's. the technology records the sounds and location of gunfire and sends the information directly to an officer's laptop and a patrol car. overnight police had a team of officers solely dedicated to responding to reports of gunfire. two people dead and three injured in old sacramento. they were watching fireworks when the shots rang out in front of a restaurant on second street the sports corner cafe. police say there was a fight at the restaurant just before the shooting. and an officer was able to catch a suspect. the fireworks show though was canceled. 5:35. how about a check of holiday closures? all around the bay area today, most federal, state, county and city offices closed for the billing holiday. that includes the post office, no mail delivery today. banks are closed, as well. and here in san francisco, you don't have to feed the parking meters today so you get a break heading into the city.

seattle. the pyrotechnics were launched from the legso the six hundred f a new year's fireworks show centered on the space needle north in seattle. the pyrotechnics were launched from the legs of the top of the 600-foot tower. about 20,000 people crowded around the base and many more from surrounding neighborhoods. never been to seattle. like to get up there someday. looks like fun. >> it's beautiful up there. so with the fireworks gone, today's big-time entertainment comes from the annual rose parade. >> we are moving on. cbs reporter louisa hahn is live in pasadena with fans braving the cold.

good morning. >> reporter: absolutely. bundling up. but it is worth it this morning. 42 floats lined up and the spectators are out here just a crowd out here because this is the time where before the parade actually starts at 8:00, people can get out and get that up close and personal look at these floats. right behind me is actually the float -- the stanford float. you can see all the floral arrangements there, the will be floral arrangements. some of these floats have more than 10,000 roses on them. and actually, if you could turn to the right there's a float right behind us from glendale. i felt it was appropriate to show you folks in san francisco because there's a trolley on it. back in the day los angeles had trolleys, as well. people have been sleeping on the streets, getting one hour of our sleep, two hours of sleep. tell me about what you guys are doing before the parade

actually starts this morning. >> right now it's all about anticipation. the parade is set. we took our floats from irwindale facility which is about 11 miles away from pasadena over here last night got them in place by midnight. we have been up all night. and the floats have been here and we are getting the float riders in place and the outwalkers in place and soon they will be announcing judging at 6 a.m. so we are going to be really excited for that. >> reporter: have you been noticing things spectators are saying about some of the floats when they get to look at them so close? >> one of the crowd's favorite already is the kaiser permanente float which is actually based in oakland. they have a cat in the hat theme which is right on theme with the parade theme, oh, the places you will go, it's oh, the healthy things you can do. it's new year's resolutions. >> reporter: i saw their dance moves yesterday. >> they have some great dance

moves. they were practicing all sorts of dances, really fun entertaining floats. >> reporter: it is fun almost feels like a city of floats with people just walking around and people will walk past you in these huge costumes weighing about 40 pounds. >> you have that interesting mix of new year's eve people still up and parade-goers getting up. all the wonderful costumes. the indonesia out walkers just walk past us. beautiful. >> reporter: in 10 minutes we are actually going to hear the results of some of the winners, the judges are going to come out and talk about which floats won. live in pasadena, louisa hodge, back to you. >> thank you. louisa has gloves on, so i guess it's cold down there. maybe 52? >> i like how they're sleep deprived. we know what that's like. >> just a bit. i'm feeling pretty good today, though, kicking off 2013! >> just wait. >> so far. we may hit the wall.

>> exactly. around the bay area today, couple of clouds floating across our skies this morning. it is a little chilly in some of the valleys now but should turn out to be a great day ahead as high pressure builds in. a partly cloudy start to the day with chilly temperatures, mostly sunny by the afternoon. but staying cool. i think the next best chance of rain will come over the weekend. high pressure building in overhead so the jet stream going to lift to the north. that will send these storms well to the north of the bay area. going to stay dry. not only today but over the next few days. then maybe we'll start to talk about rain in the latter part of the weekend. 50s into the central valley today, high country looking good a ton of snow up there. roads nice and clear. 32 the expected high in lake tahoe, 42 in yoes motor, 56 degrees in monterey bay. very cold temperatures tonight. i think the skies are going to clear out, the temperatures dropping down in the mid- to upper 20s in the north bay valleys even some frost inside the bay. so chilly tonight into tomorrow morning. still starting out the day with

california. it is higher this morning than it was yesterday. the tax increased by .25% because of prop 30 passed by voters in november. the initiative pushed by governor brown increased sales tax to 7.5% and that works out to be about one-cent for every $4 spent. >> even if it's one penny, it's 5 cents. it will add up. i'm only 21. i spend money like it's nothing. >> well, some local governments had even higher taxes in the bay area. taxes in el cerrito and union city are now at 9.5%. 5:50 now. marijuana clubs are starting to pop up in the state of colorado. at least two have opened up less than a month after the governor signed into law a constitution amendment allowing recreational marijuana use. one: 00 says 200 people -- one club says 200 people have already signed up and paying
